Palm Beach County, Fla. — Ariane Rodriguez & Bakari Warthen
have been arrested and charged with multiple felonies in connection with an alleged operation to introduce, sell and distribute substances inside the Palm Beach County West Detention Center, according to a probable cause affidavit filed by the Palm Beach County Sheriff’s Office.

Background of the Investigation
The investigation, which spanned September 2025 through January 2026, was launched after officials documented more than 25 incidents in which inmates suffered serious medical issues or overdoses from ingesting substances at the facility.

Role of Bakari Warthen
Authorities identified Bakari Warthen, a substances counselor employed at the West Detention Center, as the primary individual responsible for bringing substances into the jail. Warthen allegedly concealed the substances within official paperwork, allowing the materials to pass through security undetected.

Jonathan Lozano’s Involvement
Inmate Jonathan Lozano was named as a primary coordinator and distributor of the substances inside the facility. Lozano allegedly worked with outside associates and several inmate co-conspirators to handle distribution and related financial transactions.

Inmate Co-Conspirators
The co-conspirators identified in the affidavit include inmates Drake Hamilton, Terry Courtney, Erick Jean Louis and Aerionte Traevon Jones.

Ariane Rodriguez’s Alleged Role in Payments
Rodriguez, described as an associate of Lozano with a personal relationship to him, allegedly coordinated payments for the substances from outside the facility. Purchasing inmates were instructed to have family members or associates send money to Rodriguez through electronic transfer applications.

Informants Corroborate the Operation
Multiple confidential informants and a cooperating inmate provided consistent information about the operation. Their accounts were corroborated through recorded jail telephone calls, documented financial transactions and physical seizures of substances inside the facility.

Description of the Substances
Laboratory testing of seized materials confirmed the presence of substances. The substances were infused into paper or other mail materials to conceal them. The papers could then be ingested in various ways.

Details from Recorded Jail Calls
The affidavit details numerous recorded jail calls in which Rodriguez and the inmates discussed payments, deliveries and distribution using coded language. In one call, Rodriguez expressed concern that a paid-for item had not reached the intended recipient. Lozano reassured her that the substances would be delivered during a group activity inside the facility.

Coded References in Communications
Another call referenced an undercover presence in a dormitory and used the term “food” as code for the substances being distributed.

Text Messages and In-Person Meetings
The investigation also uncovered text messages and communications between Rodriguez and Warthen in which the pair coordinated in-person meetings to exchange cash and other items. Cell site data placed both individuals in the same area during several of those planned meet-ups.

Medical Emergencies Linked to Exchanges
Shortly after some of the documented meetings, additional inmate medical emergencies were reported inside the detention center, including cases requiring emergency medical transport and administration of life-saving measures.

Potential Effects of the Substances
The affidavit states that the substances involved can cause severe effects, including agitation, paranoia, hallucinations, seizures, dangerously elevated heart rate and blood pressure, vomiting and potential organ failure.

All information in the probable cause affidavit was developed through a combination of confidential sources, jail call monitoring, financial records and physical evidence recovered during searches of inmate property.

The case remains under active investigation by the Palm Beach County Sheriff’s Office. All defendants should be considered innocent unless proven guilty in a court of law.
