West Palm Beach police responded to the Waterfront Parking Garage at 101 N. 29 after a security guard reported a man pulling on vehicle door handles, the report said.
The guard told police she watched surveillance video as the man walked among parked cars, then saw him open a Kia’s trunk and put a bag inside a black BMW. The guard identified Joseph as the man, according to the report.
Officers found him in the passenger seat of a Toyota Tundra that he said did not belong to him.
