Palm Beach County Homicide Investigation Update: Cold case review leads to two arrests in 2019 Riviera Beach homicide

What happened: Two arrests have been made following a cold case investigation into a 2019 homicide, according to the North Palm Beach Police Department and the Riviera Beach Police Department.

Background: officers were called to the area of 717 West 7th Street in Riviera Beach on Oct. 16, 2019 in response to a reported sh00ting.

Once officers arrived, they say they found the VIC, Kevin M. Ulysse, lying in the roadway with a gunshot wound in front of the residence.

He was pronounced dead at the scene. Despite an extensive investigation by Riviera Beach detectives, no arrests were made in the grisly crime, and the case remained unsolved for nearly seven years.

However, in 2025, the case was handed over to the North Palm Beach Police Department for an independent review. The department’s cold case team began conducting their own investigation into the matter.

Through their work, they identified Damien Dwayne King, and Robert Rashad Pettway as the main suspects in Ulysse’s homicide.

The available details are limited to the information verified at publication time. Readers should expect updates as the matter develops.

Any person identified in connection with an alleged offense is presumed innocent unless and until proven guilty in court.
